If you're RPing as a Civilian, you get your choice of three Pokemon. They can be any Pokemon you want, as long as it's not rare or banned. However, they will only start at level 20.
If you're RPing as a General, you get your choice of four Pokemon. It is reccomended (but not required) that you have at least one pokemon that can carry you via air, land, or sea. they can be any Pokemon you want, as long as it's not rare or banned. They will start at level 35.
As far as moves are concerned, both Soldiers and Civilians are free to give their Pokemon what they want, as long as they aren't too low-leveled or otherwise can't learn it. However, three of the Offensive Moves must be learned naturally, via level up. The fourth move can be an Egg move, TM move or a Move Tutor move. As for the Support Moves, level-up only.
If you're RPing one of the premade characters listed here, you may give youself up to five Pokemon, one of which is predetermined for that character. They can know any move that can be legally learned (keeping levels in mind, that is), just make sure that, if you give it more than one Egg Move, they match up with a proper father Pokemon.
Additionally, they may only have one rare Pokemon in their starting team. For a list of Rare Pokemon, go to this page.
Pokemon belonging to Captains and Generals can go as high as Level 50, while Royal Family members can go up to Level 70. Since I know someone is bound to say something about the high levels, I have my reasons...so get over it >.>
